Who pays for water used during pressure-washing? Is it expensive?

The homeowner/Association supplies water for cleaning in just the same way they supply electricity to janitors vacuuming. It would not be practical for a janitor to ‘bring their own electricity’. This is part of the expense to the owners.
Fortunately, Collier county water prices as-of January 2007 were .20/1000 gallons of water. In short, one man and machine, operating continuously without stop for eight hours would cost around $1.00 per day.
